{"id":18211,"date":"2025-08-08T11:05:35","date_gmt":"2025-08-08T17:05:35","guid":{"rendered":"https:\/\/www.nhg.mx\/?p=18211"},"modified":"2025-08-08T11:06:37","modified_gmt":"2025-08-08T17:06:37","slug":"gobierno-digital-novedades-en-tramites-y-servicios-gubernamentales","status":"publish","type":"post","link":"https:\/\/www.nhg.mx\/en_gb\/gobierno-digital-novedades-en-tramites-y-servicios-gubernamentales\/","title":{"rendered":"Gobierno digital: Novedades en tr\u00e1mites y servicios gubernamentales"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">La Ley Nacional para Eliminar Tr\u00e1mites Burocr\u00e1ticos\u00a0<\/span><b>(\u201cLNETB\u201d)<\/b><span style=\"font-weight: 400;\">\u00a0publicada en el Diario Oficial de la Federaci\u00f3n y en vigor a partir del 17 de julio de 2025, introduce cambios sustanciales en la digitalizaci\u00f3n, simplificaci\u00f3n, armonizaci\u00f3n y estandarizaci\u00f3n de tr\u00e1mites y servicios, as\u00ed como en el proceso de dise\u00f1o, elaboraci\u00f3n y expedici\u00f3n de acuerdos, normas, reglamentos, circulares, lineamientos y otro tipo de disposiciones legales de car\u00e1cter general.<\/span><\/p>\n<ol>\n<li><b> Nuevas Autoridades<\/b><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Se extingue la Comisi\u00f3n Nacional de Mejora Regulatoria y se otorgan nuevas facultades a la Agencia de Transformaci\u00f3n Digital y Telecomunicaciones, como Autoridad Nacional de Simplificaci\u00f3n y Digitalizaci\u00f3n. Se abroga la Ley General de Mejora Regulatoria.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A niveles estatal y municipal se crear\u00e1n las Autoridades Locales de Simplificaci\u00f3n y Digitalizaci\u00f3n, quienes, junto con los Enlaces de Simplificaci\u00f3n y Digitalizaci\u00f3n y las personas p\u00fablicas responsables en los Poderes Legislativo y Judicial ser\u00e1n los responsables de la implementaci\u00f3n, supervisi\u00f3n y vigilancia de la LNETB.<\/span><\/p>\n<ol start=\"2\">\n<li><b> Objetivos de la Ley<\/b><\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Habilitar el Modelo Nacional de Eliminaci\u00f3n de Tr\u00e1mites Burocr\u00e1ticos.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Habilitar el Modelo de Homologaci\u00f3n de Tr\u00e1mites y Servicios y compartici\u00f3n de soluciones tecnol\u00f3gicas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Habilitar el Portal Ciudadano \u00danico de Tr\u00e1mites y Servicios donde los ciudadanos pueden realizar diversos tr\u00e1mites y acceder a servicios gubernamentales de manera digital.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Establecer la Llave MX, vinculada a la CURP para la simplificaci\u00f3n y digitalizaci\u00f3n de Tr\u00e1mites y Servicios.<\/span><\/li>\n<\/ul>\n<ol start=\"3\">\n<li><b> Conceptos clave<\/b><\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Interoperabilidad<\/b><span style=\"font-weight: 400;\">\u00a0entre sistemas nacionales y locales para intercambiar y consultar informaci\u00f3n.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Estandarizaci\u00f3n\u00a0<\/b><span style=\"font-weight: 400;\">de requisitos y tiempos de respuesta en los tres niveles de gobierno, as\u00ed como implementaci\u00f3n de formatos \u00fanicos.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Reconocer<\/b><span style=\"font-weight: 400;\">\u00a0a los documentos digitales con la\u00a0<\/span><b>misma validez<\/b><span style=\"font-weight: 400;\">\u00a0que los f\u00edsicos.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Sustituir permisos<\/b><span style=\"font-weight: 400;\">\u00a0por avisos, cuando proceda.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Digitalizaci\u00f3n de tr\u00e1mites<\/b><span style=\"font-weight: 400;\">\u00a0simplificados previamente.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Homologar vigencias<\/b><span style=\"font-weight: 400;\">\u00a0de resoluciones de tr\u00e1mites que guarden relaci\u00f3n o dependencia.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Implementar\u00a0<\/span><b>renovaciones inmediatas<\/b><span style=\"font-weight: 400;\">\u00a0cuando subsistan las mismas condiciones.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Medios \u00fanicos de contacto<\/b><span style=\"font-weight: 400;\">\u00a0para brindar informaci\u00f3n y orientaci\u00f3n sobre tr\u00e1mites y servicios<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Creaci\u00f3n del\u00a0<\/span><b>Registro Nacional de Visitas Domiciliarias\u00a0<\/b><span style=\"font-weight: 400;\">para dar publicidad a informaci\u00f3n sobre inspecciones, verificaciones o visitas domiciliarias, salvo a aquellas que tengan como fin atender situaciones de emergencia.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">***<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nader, Hayaux &amp; New powers are granted to the Digital Transformation and Telecommunications Agency, in its character of National Authority in matters for simplification and digitalization. The General Law for Regulation Improvement is repealed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the state and municipal levels, the Local Simplification and Digitalization Authorities will be created, along with the Simplification and Digitalization Liaisons and the Responsible Public Officials for the Legislative and Judicial Powers who will oversee the implementation, supervision, and oversight of the LNETB.<\/span><\/p>\n<ol start=\"2\">\n<li><b> Purposes of the Law<\/b><\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enable the Nacional Model for the Elimination of Bureaucratic Processing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enable the Model for Standardization of Proceedings and Services, as well as sharing technological solutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enable the Single Citizen Portal for Procedures and Services where citizens can conduct various procedures and access government services digitally.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enable the MX Key (Llave MX), linked to the Unique Population Registry Code (CURP) for the simplification and digitalization of Procedures and Services.<\/span><\/li>\n<\/ul>\n<ol start=\"3\">\n<li><b> Key concepts<\/b><\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Interoperability<\/b><span style=\"font-weight: 400;\">\u00a0amongst national and local systems for the exchange and consultation of information.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Standardization<\/b><span style=\"font-weight: 400;\">\u00a0of requirements and timeframes for responses from the three levels of government, as well as implementing single formats.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Recognize<\/b><span style=\"font-weight: 400;\">\u00a0that digital documentation has the same validity as physical documentation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Substitute permits<\/b><span style=\"font-weight: 400;\">\u00a0for notices, when applicable.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Digitalization of filings<\/b><span style=\"font-weight: 400;\">, when previously simplified.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Standardization<\/b><span style=\"font-weight: 400;\">\u00a0of effective terms granted for related resolutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Immediate renewals<\/b><span style=\"font-weight: 400;\">\u00a0in those cases when the granting conditions persist.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A\u00a0<\/span><b>unique<\/b><span style=\"font-weight: 400;\">\u00a0means of contact to provide information and orientation regarding procedures and services.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Creation of the\u00a0<\/span><b>National Visitation Registry<\/b><span style=\"font-weight: 400;\">\u00a0to give publicity to inspection, verification or visitation information, except those which have the purpose of attending to emergency situations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">***<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nader, Hayaux &amp; Goebel has a team of specialized lawyers to evaluate the impact of the LNETB on your business.
