El Senado de la Rep\u00fablica aprob\u00f3 la integraci\u00f3n de la Comisi\u00f3n Nacional Antimonopolio (CNA) y de la Comisi\u00f3n Reguladora de Telecomunicaciones (CRT), formalizando la estructura de ambos \u00f3rganos reguladores y completando una etapa clave en el redise\u00f1o institucional del sistema mexicano de competencia y telecomunicaciones.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Esta decisi\u00f3n da seguimiento a las candidaturas previamente enviadas por el Poder Ejecutivo mediante las cuales se propuso a los integrantes de los plenos de la CNA y la CRT, en cumplimiento de la reforma estructural aprobada en diciembre de 2024, que dispuso la sustituci\u00f3n de la Comisi\u00f3n Federal de Competencia Econ\u00f3mica (COFECE) y del Instituto Federal de Telecomunicaciones (IFT).<\/span><\/p>\n<p><b> \u00a0 Comisi\u00f3n Nacional Antimonopolio (CNA)\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">La CNA operar\u00e1 como un organismo p\u00fablico descentralizado, sectorizado en la Secretar\u00eda de Econom\u00eda, con personalidad jur\u00eddica y patrimonio propios. Estar\u00e1 encargada de aplicar la Ley Federal de Competencia Econ\u00f3mica y de garantizar condiciones de mercado justas, eficientes y transparentes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Su Pleno estar\u00e1 integrado por cinco comisionados, ratificados por el Senado, quienes desempe\u00f1ar\u00e1n cargos escalonados de tres a siete a\u00f1os:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Andrea Marv\u00e1n Saltiel (2025\u20132028)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ana Mar\u00eda Res\u00e9ndiz Mora (2025\u20132029)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00d3scar Alejandro G\u00f3mez Romero (2025\u20132030)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ricardo Salgado Perrilliat (2025\u20132031)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Haydee Soledad Arag\u00f3n Mart\u00ednez (2025\u20132032)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">La nueva Comisi\u00f3n contar\u00e1 con independencia t\u00e9cnica y operativa en el ejercicio de sus funciones, conforme al art\u00edculo 10 de la Ley Federal de Competencia Econ\u00f3mica.<\/span> <span style=\"font-weight: 400;\">Este dise\u00f1o busca asegurar la continuidad institucional y fortalecer la aplicaci\u00f3n de la pol\u00edtica de competencia en consonancia con los objetivos de desarrollo econ\u00f3mico del pa\u00eds.<\/span><\/p>\n<p><b> \u00a0 Comisi\u00f3n Reguladora de Telecomunicaciones (CRT)<\/b><\/p>\n<p><span style=\"font-weight: 400;\">La CRT actuar\u00e1 como autoridad colegiada encargada de regular los servicios de telecomunicaciones, radiodifusi\u00f3n y administraci\u00f3n del espectro radioel\u00e9ctrico, as\u00ed como de supervisar la asignaci\u00f3n de recursos orbitales y concesiones.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Funcionar\u00e1 como un organismo p\u00fablico descentralizado sectorizado en la Agencia de Transformaci\u00f3n Digital y Telecomunicaciones (ATDT), con independencia t\u00e9cnica, operativa y de gesti\u00f3n.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Su Pleno, tambi\u00e9n integrado por cinco comisionados, fue ratificado por el Senado para ejercer mandatos escalonados de tres a siete a\u00f1os:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Led\u00e9nika Mackensie M\u00e9ndez Gonz\u00e1lez (2025\u20132028)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mar\u00eda de las Mercedes Olivares Tresgallo (2025\u20132029)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ad\u00e1n Salazar Garibay (2025\u20132030)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Tania Villa Tr\u00e1pala (2025\u20132031)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Norma Solano Rodr\u00edguez (2025\u20132032)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Los temas que la CRT observar\u00e1 en el ejercicio de sus atribuciones incluyen la neutralidad de la red y el despliegue de infraestructura mediante procedimientos simplificados e incentivos a la inversi\u00f3n.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Su actuaci\u00f3n tambi\u00e9n estar\u00e1 orientada a asegurar una clara separaci\u00f3n entre las funciones del Estado como operador y como regulador, la protecci\u00f3n de los usuarios y la igualdad de condiciones entre los distintos participantes del mercado.<\/span><\/p>\n<p><b> \u00a0 Balance institucional<\/b><\/p>\n<p><span style=\"font-weight: 400;\">La integraci\u00f3n de la CNA y la CRT marca un avance relevante en el redise\u00f1o del aparato regulatorio, orientado a fortalecer la certeza jur\u00eddica, la eficiencia operativa y la coordinaci\u00f3n entre autoridades econ\u00f3micas y digitales dentro del nuevo esquema de gobernanza.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>Senate Approves the Integration of Mexico\u2019s New Competition and Telecommunications Commissions\u00a0<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Mexico City, October 14, 2025. The Mexican Senate approved the composition of the National Antitrust Commission (CNA) and the Telecommunications Regulatory Commission (CRT), formalizing the structure of both regulatory bodies and completing a key stage in the institutional redesign of Mexico\u2019s competition and telecommunications framework.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This decision follows the shortlists previously submitted by the Federal Executive, which proposed members of the plenaries of the CNA and the CRT, in compliance with the structural reform adopted in December 2024, which provided for the replacement of the Federal Economic Competition Commission (COFECE) and the Federal Telecommunications Institute (IFT).<\/span><\/p>\n<p><b> \u00a0 National Antitrust Commission (CNA)\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The CNA will operate as a decentralized public body sectorized under the Ministry of Economy, with its own legal personality and assets.
