The construction of the Interoceanic Corridor of the Isthmus of Tehuantepec is among the mega-projects of the current Mexican Federal Government. This corridor will place the Isthmus in a central position in the global trade by connecting the Pacific Ocean with the Atlantic Ocean through 300 kilometers of road, while interconnecting with the Mayan Train and Ciudad Hidalgo on the border with Guatemala.<\/p>\n

The project seeks to facilitate the transportation of goods on the continent, as well as to modernize and expand the ports of Coatzacoalcos and Salina Cruz, install optical fiber, antennas, gas pipelines and security posts of the National Guard. The Federal Government also seeks to prepare Mexico to receive the supply chains that will arrive over the next few years due to the nearshoring phenomenon.<\/p>\n

On May 8, the Ministry of Economy announced it will publish the bidding conditions for 6 of the 10 poles that will be installed along the corridor, as well as the economic proposal and tax incentives proposed by the Ministry of Finance and Public Credit, which include (i) accelerated depreciation over the first 6 years, (ii) VAT exemption on transactions within and between the poles during the first 4 years, and (iii) 100% income tax exemption during the first 3 years, which may be extended for an additional 3 years with a tax exemption of up to 90%, depending on variables such as the increase in the number of jobs created by the project.<\/p>\n

The poles of this first tender will include (i) Coatzacoalcos I (257 ha), Coatzacoalcos II (131 ha), Texistepec (462 ha) and San Juan Evangelista (360 ha) in Veracruz, and (ii) Salina Cruz (82 ha) and San Blas Atempa (331 ha) in Oaxaca.<\/p>\n

On May 12, 2023, the first 6 poles were declared to meet the criteria of location, communication, connectivity, population, indigenous consultation, education, and territory, among others, pursuant to a decree published in the Federal Official Gazette.<\/p>\n

The Ministry of Economy highlighted the geographical advantage of the project, indicating that the south-southeast of Mexico has water availability, green energy generation sources, as well as a specialized labor force.<\/p>\n

The Ministry of Economy announced that the bidding conditions will be published in the days to come.<\/p>\n

Bolet\u00edn informativo: corredor interoce\u00e1nico del Istmo de Tehuantepec<\/strong><\/p>\n

Entre los megaproyectos del Gobierno Federal se encuentra la construcci\u00f3n del Corredor Interoce\u00e1nico de Istmo de Tehuantepec, el cual colocar\u00e1 al Istmo de Tehuantepec en una posici\u00f3n central del comercio global conectando a trav\u00e9s de 300 kil\u00f3metros de v\u00eda el oc\u00e9ano Pac\u00edfico con el Atl\u00e1ntico, y conect\u00e1ndose a su vez con el Tren Maya y Ciudad Hidalgo en la frontera con Guatemala.<\/p>\n

El proyecto busca facilitar el transporte de mercanc\u00eda en el continente, as\u00ed como modernizar y ampliar los puertos de Coatzacoalcos y Salina Cruz, instalar fibra \u00f3ptica, antenas, gasoductos y puestos de seguridad de la Guardia Nacional. Asimismo, el Gobierno Federal busca preparar a M\u00e9xico para recibir las cadenas de suministro que arribar\u00e1n durante los pr\u00f3ximos a\u00f1os a ra\u00edz del fen\u00f3meno de la relocalizaci\u00f3n (nearshoring).<\/p>\n

El pasado 8 de mayo, la Secretar\u00eda de Econom\u00eda dio a conocer las bases de la licitaci\u00f3n para 6 de los 10 polos que se instalar\u00e1n a lo largo del corredor, as\u00ed como la propuesta econ\u00f3mica y de incentivos fiscales de la Secretar\u00eda de Hacienda y Cr\u00e9dito P\u00fablico, la cual incluye (i) depreciaci\u00f3n acelerada en los primeros 6 a\u00f1os, (ii) exenci\u00f3n del IVA en transacciones al interior de los polos y entre ellos durante los primeros 4 a\u00f1os, y (iii) exenci\u00f3n al 100% del ISR durante los primeros 3 a\u00f1os, prorrogable por 3 a\u00f1os adicionales con una reducci\u00f3n de hasta el 90% en funci\u00f3n de variables como n\u00famero de puestos de trabajo creados.<\/p>\n

Los polos de esta primera licitaci\u00f3n incluir\u00e1n (i) Coatzacoalcos I (257 hect\u00e1reas), Coatzacoalcos II (131 ha), Texistepec (462 ha) y San Juan Evangelista (360 ha) en Veracruz, y (ii) Salina Cruz (82 ha) y San Blas Atempa (331 ha) en Oaxaca.<\/p>\n

El 12 de mayo de 2023 se publicaron en el Diario Oficial de la Federaci\u00f3n las Declaratorias de los Polos de Desarrollo para el Bienestar para los primeros 6 puntos, indicando que cumplen con los criterios de localizaci\u00f3n, comunicaci\u00f3n y conectividad, poblacional, consulta ind\u00edgena, educativo, y territorial, entre otros.<\/p>\n

La Secretar\u00eda de Econom\u00eda destac\u00f3 la ventaja geogr\u00e1fica del proyecto, indicando que el sur-sureste de M\u00e9xico tiene disponibilidad de agua, fuentes de generaci\u00f3n de energ\u00eda verde, as\u00ed como fuerza laboral especializada.<\/p>\n

La Secretar\u00eda de Econom\u00eda dio a conocer que se publicar\u00e1n las bases de licitaci\u00f3n en los pr\u00f3ximos d\u00edas.<\/p>\n
